Mark Lapid on Governance, Naga’s Potential, and the Legacy of His Father

Most know Mark Lapid as a familiar face in Philippine action dramas, or as the son of iconic action star and Senator Lito Lapid. Yet, away from the klieg lights and film sets, Mark has been quietly spearheading the backbone of the country’s tourism industry as the Chief Operating Officer (COO) of the Tourism Infrastructure and Enterprise Zone Authority (TIEZA).  

Navigating TIEZA Through Recovery and Growth

Returning to the agency he first led in 2008, Lapid describes his current tenure as a period of intense, high-impact work. The challenges were immense: when he resumed his post in 2021, the pandemic had left TIEZA’s finances in a precarious state.

“We were at a negative 98 [financial standing],” Lapid recalls. “Because travel tax is our main funding, the lack of travel during the lockdowns left us with no income. We had to recalibrate.”

Today, the tide has turned. Through diligent management and strategic project oversight, TIEZA has not only recovered but surpassed its pre-pandemic performance. For 2025, the agency reported collections exceeding P1 billion, surpassing their 2019 figures.

Lapid’s focus is now firmly on execution and accessibility. From rehabilitation projects for Burnham Park and the expansion of sewerage treatment facilities in El Nido to the upgrading of 10 domestic airports, his role is centered on ensuring that tourism infrastructure is robust enough to meet rising demand.

Strengthening Local Partnerships: The Naga City Visit

A key part of Lapid’s strategy is working closely with Local Government Units (LGUs) to unlock regional tourism potential. His recent visit to Naga City underscored this collaborative approach, where he met with Mayor Leni Robredo.  

During the visit, Lapid and Mayor Robredo inspected the site of the Museo de Nuestra Señora de Peñafrancia, a P94-million TIEZA-funded project currently under construction in front of the Peñafrancia Basilica. “We discussed the details, the plans, and everything,” Lapid shares, noting that the museum is expected to be functional by late 2026.  

Beyond the museum, the two leaders held substantive talks on long-term regional development. “Very new, very inspiring ‘yung mga accomplishments ni Mayor Leni,” Lapid remarked. Their discussion touched on critical infrastructure needs for Naga, specifically the expansion of the airport terminal and runway to handle increased tourist traffic, the potential revival of the Bicol Express train, and the rehabilitation of the Maharlika Highway. For Lapid, addressing these accessibility concerns is paramount to ensuring that Bicol remains a top-tier destination for both international and domestic travelers.

A Continued Passion for Acting

Despite the demanding nature of his government role, Lapid hasn’t abandoned the craft that defined his early career. He credits his seamless transition between the boardroom and the set to his deep-rooted passion for storytelling.

Having recently wrapped up his stint in FPJ’s Batang Quiapo, he confirms he is moving on to new projects, including the upcoming series Sigabo, which premieres on June 22. For Lapid, acting provides a necessary creative outlet that complements the structured, high-pressure environment of public infrastructure development.

The “Silent” Legislator: A Renewed Legacy for Lito Lapid

The conversation inevitably turns to his father, Senator Lito Lapid. Recently, the elder Lapid has seen a surge in public appreciation, driven by viral social media posts highlighting his prolific legislative record—with over 700 bills filed and authored.

Mark admits it is fulfilling to see his father receive long-overdue recognition. “Sometimes he’s accused of being the ‘Chairman of the Committee on Silence’ because he isn’t fond of debates,” Mark says. “But he doesn’t lose focus on his job. His strength isn’t in arguments; it’s in his legislative output for the poor.”

Mark points to bills like the GMRC (Good Manners and Right Conduct) Act as proof of his father’s “common sense” approach to lawmaking.

“As a son, I’m really happy he’s being appreciated,” Mark reflects. “Even his constant critics are finally acknowledging what he has done. At least, before his term ends, there is a legacy being noticed. We didn’t have to advertise it; it’s coming from the people themselves.”

Whether he is inspecting a construction site with local leaders or stepping onto a movie set, Mark Lapid continues to prove that his roles—both as a public servant and as an artist—are driven by a commitment to the Filipino people.

Ultimately, while the public sees the shared spotlight of the screen or the gravity of their public service, Mark holds a much more personal legacy from his father in high regard. Reflecting on their journey, he considers the most important gift his father ever provided to be the opportunity for a solid education. Though Senator Lito Lapid’s own path didn’t lead through the halls of a university, that very reality fueled Mark’s own determination to pursue excellence in the classroom. It was his father’s quiet sacrifice and unwavering support for his schooling that pushed Mark to go further, eventually earning his doctorate degree—a proud milestone that stands as a testament to the values his father instilled, proving that a family’s legacy is built not just on fame, but on the enduring strength of the opportunities they pass on to the next generation.
